Great idea but it will never happen. First off, Osama will have to do a 200 million feasibility study that will take 5 years minimum. Then sending out RFP's to potential manufactures. Another 100 million for testing. Another 300 million to analyze the test results, guessing 3-4 years. 500 million dollar award given to his biggest supporter. Half way though production, somebody realizes that the study group tested 199.5 gram projectiles not to the requested 200 gram spec's. Send out RFP's again. Retest at the 200 gram as requested the first time for only a addition 500 million. Unions gave raises and study group got huge bonus's for noticing previous tested projectiles didn't weight the required 200 gram request. Perfect, start production again. Oops, brake fast. Stop every thing again. Union was so happy winning major contract, voted themselves another pay raise thus causing said product to become a loss to the company. One more BK. Contract awarded to second highest bidder. Do to so many employee's enjoying their new raises so much, many apply for alcohol and drug treatment programs. Company tries to hire new help, but find that the potentially available applicants still have 9 months or more of un-employment beni's coming. Good news for company, for the 20 positions available, they receive 20,000 resumes. After months of interviews and testing, they find 3 that pass the 5th grade math test. more good news, all 3 speak English, as a second language. Aftter huge delays and cost overruns, govnm't triples amount of contract. Employee fired for selling meth during lunch calls OSHA. OSHA finds a loose tile in restroom of a leased storage building blocks away that hasn't been used in years. Shuts company down. Pres. orders the establishment of a multi nation comittee to find out what went wrong. After years of studing all realivent documents, comittee decides it is not only that it is impossible to make a 200 gram bullet, it also finds that the original 199.5 is optimul for intented use.
