Thanks for posting the park info so I didn't have to. The Fox story was misleading and inaccurate at best. That 3% was closed in 2006. The violent activity that forced the closure has significantly decreased since then, yet Fox is reporting this story like the closure just happened and the violence is increasing. That may well be true in other parts of AZ, but this story was supposed to be about the BANWR. The info being presented was about other parts of AZ (the BANWR never has been and never will be north of Tucson). I researched this area when I was planning my visit back in May, but it just wasn't feasible to visit within my time frame. And yes, concern about the closure did put it at the bottom of my list. I saw signs similar to the ones you mentioned while I was in the mountains of Sierra Vista. I do understand that there are major problems in AZ, I'm certainly not denying that. If Fox wanted to report on how it is affecting recreational areas throughout AZ, that's great. I think it is important that the public be aware. But they chose to sensationalize an old park closure with "facts" about circumstances in other areas. That's poor journalism in my book. And I'm not just picking on Fox, my beef would be with any news agency that pulled a stunt like this. It's not helping their cause, IMHO. Again, my beef is with THIS story, not the other links you posted.
On a side note, I saw none of those signs on 82 or 83, even in the more remote areas. That kind of surprised me (then again, there's a severe lack of any kind of signage in SEAZ). And the Border Patrol activity seemed less compared to my last visit. The only day I saw numerous Border Patrol vehicles was on a Friday. I fully expected to see an increase in BP visibility, was rather surprised to find almost the opposite. My BP checkpoint agent in Sonoita was a Buffett fan though! "This is for all the friends I've known, this is for all the ones who've never left me alone. This is for all the ones I've lost along the way...thanks for being a part of today."
