You keep your trailer tags for the next trailer you get, yes the new owner has to pay unless he has a tag from his old trailer. If you play your cards right you would never have to pay a trailer tags for as long as you live.
From AZ DOT website:
8) How does Plate and Fee To Owner affect my permanently registered trailer? If you sell your trailer, remove the license plate and keep it for use on another trailer. If you do not transfer that plate to another trailer within 30 days, you must surrender it to any MVD or authorized Third Party office. Personalized and other special plates do not need to be surrendered.
If you transfer the plate to another trailer, you may be eligible to receive credit for fees paid within the last two years. At the time the trailer receives a permanent registration, there are 24 months of potential credit. Each month that passes, the number of creditable months is reduced by one, so that the potential credit will be reduced to zero after two years. God is Great, Beer is Good, and People are Crazy......
