It has been proven time and time again that San Diego is NOT a good place for Drag Racing on the water.  It's just too rough for the smaller/lighter boats, especially when you're going 200+ MPH.  I almost lost a good friend there last year (Greg Gilday) when he crashed in his Top Alcohol Hydro, Anger Management.  The water conditions were just way to rough at the time of his run, and word is, that the IHBA officials knew it too, but Charlie Fagan said to run the race anyways.  And it had near fatal results.  Greg is doing alot better now, but he can no longer race boats due to the injuries he received in San Diego last year.  San Diego is ok for the Unlimiteds, large Cats, and maybe even the SS/PS/K boats, but it's a very bad venue for the smaller, faster drag Boats.
