The boat can be registered where it's used most.  You can register it in Arizona even with a California address, as long as the boat is used the majority of the time in Arizona...Havasu and the Colorado River are considered Arizona waterways. ÂÂ
There is no title on a boat, just the registration. and I believe if it is already has an AZ # you can transfer the registration without a visit to the fish cops, give them a call or check the web page.
However, the trailer must be titled in California if you're a resident of California. And you'll need to do that (transfer the trailer title) through the DMV.
