Just about all the local lakes in SoCal are 35mph limit, they check for proper safety equipment and mufflers, many are no alcohol, etc.  More suited for Bayliners....
At Elisnore, you can make a "speed run" down the center of the lake, mid-week.  If your boat will do over 60-70mph, they do require things like lanyard, helmet, orange vest, and such....I believe  .  It's got a nice green algae tint to it, but not harmful to man or boat.
Lake Pacifica is the way to go.  Lots of the big boys over on HotBoat make the Catalina run.  You can usually find some partners to run with, which you should do, early in the morning on the week-ends.  A marine band radio is encouraged...
