The same "don't be drunk and don't do anything stupid" applies to boating. There is no ZERO TOLERANCE, but I wouldn't be surprised if we see it one of these days. Open container in a boat if fine, just don't be over the legal limit (assuming you know what that is and when you have reached that point).
My theory if you're operating a boat is . . . no beers until the boats parked for the night. Maybe I'll have one on the water if we're not going anywhere for an hour or so, but that's pretty rare. I've followed this theory and have seen many reminders of why I still follow it. A few examples that I have seen where alcohal was a factor... the drunk guy that almost plowed into me (everyone can probably say they've had this happen numerous times). The PWC that t-boned another boat and then made it sound like he was the victim. The boat accident where there were no sober people to help each other during crisis....etc.etc..
I am the boat operator that is serving cocktails, making drinks, and offering beers to all my friends who are with me. Still having a good time and partying with everyone. I'm also the guy offering water and gatorade to the guy that's tied up to my boat who's the other drive.
