It won't damage the carb, but with that much pressure you overcome the spring at the float and the float won't be able close the needle and seat when the bowls are full resulting in fuel overflow into the motor, that's the reason for a regulator. The most pressure for any carb is 8 to 8 1/2 max, don't need anymore, there's no benefit in it!..
