Can anyone dirrect my to a site or store where I can get the seal that goes between the bowl of a Berkeley jet pump and the droop snoot.    

It looks like there are twice as many holes than are used so im thinking that it might be a universal seal... (But maybe this is too much to hope for)

The existing seal is degrading fast and I have a sort of second rooster out the top... so I have to fix it sooon....

There are lotsa places to get them.  CP Performance, GT Boats, Hi-Tech Performance, etc.  Most of them have online ordering.  Just do a search on the WWW and you'll find one.  CP Performance owns Berkeley Jet Pumps and are in Rohnert Park I beieve and are on the web at http://www.cpperformance.com
