Actually that has been a common practice amongst replica street rod builders, until SB-100 was past. No one was trying to scam anyone, and the owners of the vehicles were responsible for the titling of the vehicle. What was being done, was people were buying out of state titles to vehicles that were totaled. The reason for doing this was not to title the car illegaly, but to title the car without having to conform to all of the saftey standards (ei. airbag and side impact), as well as smog requirements. This practice had been around for many, many years until a person by the name of Kent Nichols (who if I'm correct is no longer with the DMV) got a hard-on for all these people who had title their cars that way over the years. These were not criminals, just people trying to get their specialy constucted vehicles registered so they could drive them on the street. Actually all the paper work and vin tag had to be inspected by the CHP. So all these cars were seen by the feds and ok'd by them. The state has done something to help, they past Senate Bill 100 (SB100) which gives 500 titles to specially constructed vehicles each year, which is not nearly enough but it is a start. Vehicles are registered (through owners choice) by the model year the car resembles/replicated or by the year of the motor. If chosen by the replicated appearance then the smog rules for that year apply (ie. If the car is a rplica of a 65 Shelby Cobra, then the smog requirements would be that of 1965, which were mostly non-existent. So, as long as it isn't pumping raw fuel out of the tailpipe it's goo to go). Boyd was one of the people in the lime light during all this. I'm not a fan of him as a think he POS crook, so I'm not defending him. I am however explaining what happened, from a side that the media didn't cover very well.
