Wow :eek The fishing in Apache has been off for the last few years. Didn't know about the ability to pump water back and forth between the lower lakes either. Roosevelts looking better and better. ;)

In the most simplist terms, since it's impossible to "store" electricity, pump storage allows the utilities to "bank" generation.  

Public Service Company of Colorado was the first to try this back in the 70's.

Great theory and all, but the water was running uphill in the middle of a summer afternoon and I know power isn't cheap then.   :D

It depends on how the electricity is bought.  Whoever runs those pumps could have a firm contract to buy power at say .02 cents a kWH or so, but the power generated from the pumped water on the spot market it could be worth .20 or a 1.00 or more...

If it's a hot day and reserves are starting to run short in Cali... I guarantee that they can sell the power generated for more than it cost to pump the water up to the next damn.
