Is it a hive? Sometimes they will be traveling and if the queen stops so does the whole program. Once she is ready to go they are gone.

They'll probably leave in the morning when it warms up.  That is the MO of honeybees.  They migrate until they either find a home, or find a place to stay for the night.  If they are there tomorrow, then get worried.

I think its illegal in Cali to mess with them.  They are protected.  Maybe they are africanized and they will have affirmative action rights.  Call in a professional.
