That's a piece of cake for someone to set up as their custom avatar because you have the option of setting your own dimensions. That pic is a ratio of 2h to 3w.  I can even edit someones dimensions if they wanted me to. The standard board avatar's all have to be the same size though. I picked a 3h to 4w ration, because more flags are that size. TECHNICALLY SPEAKING that is! :D  I can handle pretty much anything on a case by case basis though. :)
